<p>Dressed in a one-piece royal blue prison pantsuit, and in handcuffs, Colonel  Russ Williams gave his name in a loud voice when questioned by the Justice of  the Peace.  Williams is charged with the murder of Jessica Lloyd, and Corporal  Marie Comeau, and two home invasions in which women were tied up and sexually  assaulted. Williams was remanded in custody until a video conference court  appearance on February 18</p>

			<content:encoded><![CDATA[<p>The Commanding Officer at CFB Trenton is facing murder charges in the deaths  of Jessica Lloyd in Belleville and Marie France Comeau in Brighton. At a press  conference in Belleville today OPP Detective Inspector Chris Nicholas announced  that Colonel Russ Williams was arrested in Ottawa last night in connection with  the deaths&#8230;and, two home invasions and sexual assaults in the Tweed area  last September. Belleville Police Chief Cory McMullan says Williams came to  investigators attention during last Thursday night&#8217;s roadside canvass of  Highway-37 in front of Lloyd&#8217;s home. Employees at CFB Trenton tell our newsroom the base is in a state of shock  and has essentially been closed down for the day. Williams took over as the  Commanding Officer at 8-Wing in July. Jessica&#8217;s was found this morning near the  golf course off Carry Road. Comeau&#8217;s body was discovered in her home on Raglan  Street in Brighton in late November.</p>

At a press conference today,,,,OPP  Detective Inspector Chris Nicholas said Williams is also being investigated in  connection with other cases at bases where he had been stationed&#8230;.that  includes a possible link to the murder of Kathleen McVicar eight years ago at  CFB Trenton&#8217;s Middleton Park.</p>

			<content:encoded><![CDATA[<p>The search for Jessica Lloyd is over but the circumstances leading to the  Belleville woman&#8217;s death are still a mystery.</p>
<p>The 27-year old woman&#8217;s body was found last night in the Tweed area and a  massive police investigation continues into her apparent murder.</p>
<p>OPP are at the scene of a cottage home at 62 Cosy Cove Lane near Tweed which  is owned by the CFB Trenton Base Commander Colonel Russell Williams.</p>
<p>Military Police are also investigating at CFB Trenton where part of the  base is reportedly in lockdown.</p>
<p>Our newsroom has obtained documents  showing the Tweed area home is owned by the base Commander and his wife. Sources  say Colonel Williams wife Mary Elizabeth Harriman a co-owner of the property has  been living in Ottawa renovating their home . Court documents show a D Russell  Williams has a bail hearing at 1 o&#8217;clock today in Belleville Court.</p>
<p>Belleville police, the Ontario Provincial Police and possibly Military Police  are holding a news conference today to discuss the latest developments.</p>
<p>The news conference is set for 1pm at the Wally Dever Arena in Belleville and  will be carried live at CJBQ 800am and online at <a href="http://www.cjbq.com/">www.cjbq.com</a>.</p>
<p>Lloyd was reported missing after she failed to show up for her job with the  Tri-Board Student Transportation Services in Napanee.</p>

<p>The friend, who did not want  to be identified, told The Canadian Press that Lloyd&#8217;s family was told of the  discovery last night.<br />
The family was also informed that an arrest has been  made in the death of the 27-year-old woman.</p>
<p>Belleville police and the  Ontario Provincial Police will hold a news conference at the Wally Dever Arena  at one o&#8217;clock this afternoon&#8230; CJBQ will hold the press conference  live.</p>
<p>Lloyd was reported missing after she failed to show up for her job  with the Tri-Board Student Transportation Services in Napanee on the 29th. The  last time anyone heard from Lloyd was at 10:36 p.m. on the 28th when she sent a  text message to a friend.</p>

Recreation and Community Services Director  Mark Fluhrer is presenting a request for proposals to renovate and build a  resort style restaurant and bar in the current building. Fluhrer hopes  council continues to invest in its vision for a vibrant and active waterfront  and is proposing a 150-to-200 seat facility with an outdoor dining area on the  main level with phase two including a second dining area and new washrooms on  the upper level.</p>

<p>Electronic waste is being collected at the Prince Edward County Home Hardware  between 10:00 and 3:00 today (SUN).</p>
<p>Spokesperson Ray Best says the initiative comes from the waste management  group to which he belongs as a municipal councillor.</p>
<p>Best says electronic waste can cause toxins to leak into water flows if left  to decompose at the dump.</p>
<p>Best says the county conducted a similar collection event for the first time last November.</p>
<p>Today&#8217;s collection will be accepting all television and computer waste free  of charge at the Picton Home Hardware store on Loyalist Parkway.</p>
